As part of the larger project to establish and launch the Palestinian Electricity Regulatory Commission, I was engaged as the primary consultant to perform the tariff related tasks of the technical assistance, which included:
- Preparation of a draft tariff methodology to be used in Palestine, including (i) initial pricing and adjustment mechanisms, (ii) connection and system utilization charges, (iii) wholesale, transmission, distribution and end-user prices, differentiated by consumer categories, (iv) principles and procedures to be applied in the case of non-payments.
- Development of guidelines and procedures for submission of revenue requirements and amendment of tariffs by Palestinian electric utilities.
- Specifications for the development of the formats and guidelines for filing of tariffs, reporting of revenue requirements and amendment of tariffs by the Palestinian distribution company licensees.
- Presentation of my recommendations to the PEA and electric utilties to be placed under the jurisdiction of the Palestine Electricity Regulatory Commission
